In early March 2009, the Bay Area Council Economic Institute (BACEI) was asked by the California Business, Transportation and Housing Agency (BT&H) to work with key regional partners to develop a Bay Area Economic Recovery Workplan. BACEI developed the workplan through an open, consultative process and delivered it to BT&H on June 3, 2009. You can download a copy of the workplan and related press release here:

The Bay Area Regional Economic Recovery Workplan was commissioned by BT&H for use by it and other state agencies to facilitate decision-making regarding the allocation of federal stimulus funds available through the state, and other resources allocated by the state for economic development purposes. It was used to support decision-making regarding regulatory and policy measures that may streamline the flow of these funds to communities, and the implementation of longer-term strategies to enhance state and regional economic competitiveness. While the immediate focus of the workplan was on the allocation of federal and other stimulus funds, it also provides a longer-term framework for regional economic development and growth strategies.

To maximize the impact and benefit of funds coming to the region, the workplan identified projects and activities with high regional priority. It did not, however, preclude independent proposals by cities, counties or other organizations to the state or federal government. The short length of the document and the limited time within which it was delivered required a focused and expedited process.

Since completion of the Bay Area Economic Recovery Workplan, billions of dollars have been allocated to projects throughout the United States. Of the approximately $160 billion paid out in Prime and Sub Awards through Octover 30, 2009, California overall received $18.5 billion and the Bay Area received $3.9 billion.
